After spending the summer with his mother in Philadelphia, Dawson returns to Capeside and meets a beautiful, outgoing, young woman, named Eve Whitman, on the bus from Philadelphia. Eve soon brings trouble to Dawson's ho-hum life when he accidentally wrecks his father's boat during an outing with her and tries to come up with $3,000 to repair it before Mitch finds out. So, Eve helps out by throwing a rave party at the Leery house with strippers from the club she works at. Meanwhile, Joey, who has frozen Dawson out all summer for forcing her to rat out her father, realizes that she still has feelings for him again when they meet during the first day back at Capeside High as juniors. While working at the Capeside Marina, Joey deals with the come-ons from her sexist boss Rob Logan. Jen gets more than she bargained for when she tries out for Capeside High's cheer leading squad and faces off in a war-of-wits against the mean-spirited head cheerleader, and acquires her position. Also, Mitch gets a new job as Capeside High's varsity football coach, and a new charismatic, but very stern, principal, named Howard Green, arrives to administrate the school.

Other prominent plotlines include Congressional investigations into whether Bartlet committed electoral fraud by concealing his MS, a death threat against C.J. and the ensuing relationship she develops with a Secret Service agent assigned to her, the Qumari defense minister Abdul Shareef plotting terrorist attacks against the US, and a troubling meeting between Toby and the President that leaves Bartlet with a bout of insomnia in "Night Five." The season finale, "Posse Comitatus" closes several of these storylines as Bartlet meets his opponent in the elections and reaffirms his commitment to beat him. The episode ends with the president finally deciding to order Shareef's assassination (a legally questionable act) and C.J.'s agent's murder, just after the man threatening C.J. was caught. From a critical perspective, series creator Aaron Sorkin acknowledged in October 2002 that the terrorism-related plots designed to keep the series relevant after the real-life 9/11 attacks were awkward at times, saying "from week to week, you felt like you were writing the show handcuffed, a little bit. I didn't know how to write it anymore. It was a constant search for what I wasn't doing that used to make the show work. [...] Maybe there was a way to make it work; there probably was. I wasn't able to find it in twenty-two episodes." [1] Nonetheless, the show went on to win its third "Outstanding Drama" Emmy in a row.
话说天下合久必分，分久必合，大明君主昏庸，而将大好江山拱手让予满州外族。清自太祖努尔哈赤入关，历经圣祖、康熙、太宗雍正、传至高宗乾隆时，国运昌盛，佰民间却仍有反清组织……乾隆（张兆辉）力主推行“满汉一家”的政策，但却为太后和军机大臣鄂尔泰所阻。干不甘被掣肘，遂以体天下民情为由，与太监小桂子（邓兆尊）潜出宫，化名高天赐、高大贵，驾幸江南……一日二人来到秦淮河畔，随身钱袋连同玉玺为一姑娘童不悔（陈佩珊）所盗，二人紧追不舍，悔巧遇方世玉恶人先告状，导致玉和隆二人不打不相识，始知皆被悔作弄……悔终被二人寻到，也同认识其兄童千斤，三人惺惺相惜，结拜为兄弟，此时苏州恶霸雷老虎至码头闹事，三人合力赶走虎，而结下梁子。原虎为苏州土豪，无恶不作，此时虎留学上海的女儿雷娇与妻李小环（黄恺欣）返乡，娇于码头替苦力拍照被视为妖术，而被推下海，幸遇玉所救。乾隆私自出宫，京中震惊，太后命四出追查，一日二名侍卫追至苏州，正于追截之时一名黑衣女子出手相助，隆对侠女的双美目念念不忘。娇开设洋学堂，玉、隆恉入学求新知，玉再遇娇，二人爱意滋生，同时悔亦对玉暗恋，不惜入学堂当杂工，欲夺回玉。隆于秦淮河兰桂舫重遇美目，其为一歌妓宋剑屏（冯晓文），隆追求屏。原屏与兄宋复明（林伟）为明朝宋王遗孤，实为反清之士。另娇与玉日久生情，但两家不和，再加上提督霍祈英（谭耀文）的追求，故阻碍重重。后英为得到娇，于是摆下擂台，玉得高人指点，上台挑战，不意却将虎击毙，娇伤心之余唯有下嫁英．．。屏对隆日渐产生好感并为宋王府接纳，成为组织中一份子，然纸包不住火，一日反清组织遭清军围剿，而隆身份败露，众人误以为被隆出卖，实为被明所出卖。回宫后，隆以真情打动屏嫁入宫中，不料太后怕隆娶满人为妻，用计毒杀屏，隆知悉赶至时，屏毒发死于隆怀中。玉誓言要隆血债血还，入宫行刺，幸桂及时带来玉之父母方德（许绍雄）、苗翠花（陈美琪）解开一场误会。隆欲留玉于宫中命，但为玉所拒，引退江湖。隆虽贵为天子，既救不了心爱的屏，又留不住挚友玉，只有独自长叹。
